House quad-panel recommends filing cases vs ex-Pres. Duterte, Go, Dela Rosa

Metro Manila, Philippines - The House quad-committee recommended on Wednesday, Dec. 18, the filing of cases against former President Rodrigo Duterte, Senators Bato dela Rosa and Bong Go, among others, for alleged crimes against humanity in relation to the war on drugs.

During the final session day for the year, lead panel chairperson and Surigao del Norte Rep. Ace Barbers presented the committee’s initial findings after 13 hearings on illegal drugs and offshore gaming.

Others who were included in the case filing recommendation were:

+ former Philippine National Police (PNP) chief Oscar Albayalde

+ former PNP chief Debold Sinas

+ former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma

+ former National Police Commission Commissioner PCol Edilberto Leonardo

+ Hermina “Muking” Espino

“Witness testimonies, corroborated by evidence, revealed a system that incentivized the killing of suspected drug personalities — a system modeled after the so-called ‘Davao Template’ and replicated nationwide,” Barbers said during his speech.

In a Senate hearing, Duterte admitted that he told police officers to provoke alleged suspects to fight back, giving the cops a reason to kill them.

He also said during his first appearance at the quad-committee that he has killed a number of people.

Garma, meanwhile, testified that Duterte planned to implement at a national level Davao’s drug war system. She was tapped to look for someone from the Iglesia ni Cristo who will implement the system.

Garma, former station commander in Davao City, recommended Leonardo.

Dela Rosa was the PNP chief when the drug war was launched at a national level. Espino, Go’s close aid, was tagged as in charge of the financial aspect of the scheme.

Duterte, Garma, and Leonardo, as well as SPO4 Arthur Narsolis and Superintendent Gerardo Padilla were also recommended to be charged for the murder of the three Chinese nationals killed inside the Davao Prison and Penal Farm.

Garma, Leonardo, former PNP officer Nelson Mariano, PLtCol Santie Mendoza, Police Senior Master Sergeant Jeremy Causapin, and alias Loloy were also recommended to be charged for the murder of former PCSO Board Secretary Wesley Barayuga.

Cases against the following were recommended for their link to the illegal drug trade:

+ Cai Qimeng also known as Willie Ong

+ Yang Jiazheng also known as Aedy Tai Yang

+ former Mexico, Pampanga Mayor Teddy Tumang

+ incorporators of Empire 999

Based on the human rights records, Duterte’s drug war death toll reached 30,000.
